This is unrelated to the new IOS13/IpadOS/OSX 10.15 (Catalina) beta code. IOS updates are in no wa tied to OSX updates. I've been an Apple developer for a number of years now and the consistent pattern appears to be IOS update followed by a macOS update a couple of days later. Check macOS Catalina Compatibility. MacOS Catalina is available on 2012 and later models on the MacBook Air, MacBook Pro, iMac and Mac mini. MacBook models that are 2015 or later will also be able to update to macOS Catalina.
